    Register

    Each AI capability gets a reference such as CAP-0001, an owner, an independent reviewer and a risk class. Everything starts at L1.

    Locate

    Record how close it sits to oversight, to governing documents and to decisions about people, and how sure you are of each.

    Declare

    Raise the trust level only with evidence and an approver who holds the right role. Refusals are explained.

    Prove

    Every change is written to an append-only decision log. Any capability can be evidenced in one minute.
